I have made a way to make a VR Holodeck for cheap.
What you will need;
-A smartphone
-A Phone VR headset
-The Steam Link app
-A good computer
-GMod
-A good Wi-Fi connection
-(Optional) A bluetooth speaker
-(Optional) A controller
-(Optional) A fan, bright directional lamp

First, install Steam Link on your phone. Then start up GMod on your PC. Then link your phone to the computer with the Steam link. Start up a world on GMod, and when it loads, go into the menu and activate stereoscopic mode (setting ~0.5). Connect the bluetooth speaker to your computer and point it towards you (optional. Make sure the graphics and resolution are good. Put the phone in the headset, adjust the lenses, and start playing. If you want, you can even use a fan to simulate outdoor wind, or use a bright directional lamp to simulate sunlight (optional). You can also use things like chairs to sit at locations or in vehicles.
(Tip: Spawn things you want to spawn first, as it is hard to use the menu while in VR mode.)
(You can also enable voice commands on your computer.)
